Since the wallcovering was installed over an inexpensive flat paint, the paint absorbed some of the water and is coming off in places while peeling the wallcovering. This is normal and the areas where the paint has peeled may need touched-up with some joint compound. Sometimes you will notice more as the paint dries from the water.
